Environmental Excellence Award
Note
Legal concerns forced us to discontinue this initiative
in early 2002, before it was launched. It was however considered to be of
potential value by member countries, especially in regard to the promotion
of ‘green investment’ and has therefore not been deleted from this
website.
The TumenNET Environmental Excellence Award is an
activity under the AWARE component and aims to publicise environmental
protection concepts in the wider community, involve local business and the
corporate sector and, provide media opportunities for politicians.

Introduction
The TumenNET Award for Environmental Excellence is
bestowed for outstanding peoples-based achievements in the field of
regional environmental protection related to biodiversity and
international waters.
Background
The Tumen River GEF Project is a sub-regional
environment initiative of the Governments of China, the Democratic
People's Republic of Korea, Mongolia, the Republic of Korea and the
Russian Federation. It aims to develop a regional capacity to formulate
and implement a regional strategic action program to protect
internationally valuable biodiversity and water resources in the region.
The Global Environment Fund and the United Nations Development Program are
providing funds and support. The United Nations Office for Project
Services is the executing agency.
Eligibility
The Tumen Award is a national award,to
organisations and outstanding individuals from countries participating in
the Tumen River Area Development Program (TRADP). At present this includes
China, the Democratic People's Republic of Korea, Mongolia, the Republic
of Korea and the Russian Federation.
The Award is targeted at the immediate project area and
nominating individuals or institutions should demonstrate a relation to
the project area - Yanbian Autonomous Region of Jilin Province in China,
North Hamgyong and Ryanggang Provinces and Rason Free & Economic Trade
Zone in the DPRK, Khentii, Dornod and Sukhbaatar Aimags in Eastern
Mongolia and, Khasan Region of Primorski Krai and Chitinskaya Oblast in
Russia.
The Award isto individual citizens, the private
sector, communities, government and non-government organisations, schools
and other educational institutions.
Aims
The Award aims to foster peoples-based regional
cooperation in Northeast Asia and to support the establishment of regional
networks of citizen and institutions concerned about transboundary
environmental issues in their countries.
Preference will be given to submissions that either
involve partners in other TRADP members countries, or that are clearly
designed to achieve regional environmental benefits.
Award Categories
The Award will initially have three categories,
Education, Communities and Small Business. Pending external sponsorship,
it is possible to expand these categories
Education
for outstanding education and awareness raising activities which
foster understanding of transboundary environmental issues. This
category isto anybody involved in education, from kindergarten
through to high school and university or equivalents.
Communities
for exemplary and voluntary community efforts to protect the local
environment. This category isto local communities within the
Tumen River Basin and the Easter Steppe area of Mongolia. It should
showcase how a community can help itself by protecting the
environment.
Small Business
for efforts to apply best practice environmental
management at the workplace. The category isto any small to medium
sized private or public owned enterprise. It should provide an example
of how business can be a partner in efforts to reduce environmental
pollution and manage harmful or toxic waste.
Selection Process
The selection process is fair, independent and
transparent. There will be a public call for submissions in mid 2001 in
each of the participating regions. Guidelines and common submission
formats in national languages will be prepared and distributed.
Independent national selection panels, representative of the broader
community, will assess submissions and rank them according to merit.
Award
Awards will be announced at ceremonies presided over by
senior members of the National or Provincial Government, sponsors and the
local UN Resident Representative. The first winner will receive a cash
price of USD 3,000 (free of tax, subject to local laws and regulations).
Second and third winners will be announced publicly, but there is no price
money attached.
Publicity
Media will be invited to cover the Award ceremony. All
winners (1st, 2nd and 3rd) will be given prominence on program websites
and publications and have the right to use their status for
marketing/promotion purposes worldwide for an unlimited period of time.
All submissions will be listed on program websites and publications.
Sponsorship
The Tumen Award isto public and private
sponsorship. A sponsor may decide to sponsor an Award in one or more
countries.
For $5,000 a sponsor can sponsor one award
category in one country. The sponsor has the right to participate with
Government and UN officials in the Award ceremony and to host an Award
function (normally dinner or business breakfast). The sponsor has the
right to nominate 25% of guests for that function. Guest numbers depend on
local conditions. Sponsors have the right to market their association with
the Tumen Award for a period of 12 months within the country where they
sponsor the Award.
For $20,000 a sponsor can sponsor one award
category in all five countries and will be named 'Preferred Sponsor'. In
addition to the rights of a sponsor, Preferred Sponsors have the right to
attach their name to the Award category, eg the "XYZ Water
Award" in the community category, or the "ABC Tiger Award in the
education category". Preferred Sponsors have the right to market
their association with the Tumen Award worldwide for a period of three
years. They will be given up to five plaques of recognition for display in
their offices in the region. On request, the project will try to
facilitate introduction of these Preferred Sponsors to relevant national,
provincial and local government ministers and departments in the TRADP
member countries.
Additional award categories (eg technology, research,
big business, manufacturing, accounting,
legal, etc) can be negotiated with the Project Coordination Unit.
Categories should be consistent
with the overall project aim of assisting regional capacity building for
the protection of international valuable biodiversity and waters
resources. They must not contravene national or international laws and
regulations.
