RAS/98/G31 - Tumen River Strategic Action Program
An initaive under TRADP, the project is funded by the
five member countries, China, DPRK, Mongolia, ROK and Russia, the Global
Environment Facility GEF that provides the bulk of the funding and the
United Nations Development Program UNDP.
GEF funding is provided under the Facility¡¯s ¡®Operational
Program Number 9¡¯ the Integrated Land and Water Multiple Focal Area
Operational Program.

The Project aims to strengthen the capacity of member
countries to manage regionally and globally important environmental
resources in the Tumen Region. Specifically, the project will prepare a
Transboundary Diagnostic Analysis
(TDA),
a Strategic Action Program (SAP)
and a capacity to implement the SAP. The SAP
will provide the common framework for the identification and formulation
of strategies, programs and projects responding primarily to
transboundary issues of environmental management.
A strong participatory approach is enshrined in all
facets of the projects and grassroots awareness building and training
activities are integral parts of the project components.
The project complements national environmental
management efforts by the TRADP member countries and is consistent with
the Memorandum of Understanding on Environmental Principles signed by
the five member countries in December 1995.
A TumenNET Council has been established as the
project steering committee (click here for Terms of Reference for
Council).
The project commenced in June 2000 and most
activities concluded in November 2002. The SAP document has been agreed
upon by all five member countries and rests now with National Ministers
for signature. As of time of this update (20 Novermber 2002) Mongolia
and the ROK have already signalled their Ministers¡¯ approval and
willingness to sign the document.
Effective 5 December 2002, the Project Coordination
Unit will cease operation and international staff will repatriate. The
Tumen Secretariat will handle any residual administrative matters while
the UNOPS New York will manage the ongoing Musan Pre-Feasibility Study
