Proj Project Management

TumenNET differs from many other international projects in that it is fully owned and managed by member countries through a network of specialists and government officials that gave the project its nickname: TumenNET.

Regional lead agents have been appointed for each of the five project components and they manage component activities through their network with natoinal partner institutions in each country. The Project Cooridnation Unit (PCU) ensures overall corridnation, provides reources to the network and maintains quality control.




The Science Network links universities and technical speciailsts in the five countries under overall guidance from The Far Eastern Branch of the Russian Academy of Sciences (FEBRAS) in Vladivostok. Its main task in the project is to produce the transboundary diagnostic anlysis (TDA), the scientific tool that is the basis of the Strategic Action Program.



The Information Network links mapping departments of national environmental protection agencies, uinversities and other governemtn specilists under guidance from the Jilin Provincial Institute of Environmental Protection in Changchun, China. Its main task in the project is to produce the regional environmental information system (EIS) that provides up to date data on biodiversity and international waters protection.

The Community Network links local NGOs and similar grassroots organisations in the five countries under overall guidance from the Mongolian Nature and Environment Consortium in Ulaanbaaatar. Its main task in the project is to raise awareness, to prepare the ground for involvement of local communities and, for disseminating information to the various stakeholder groups that are, or will be, affected by the Strategic Action Program.



The Policy Network links national and provincal decision makers in key government departments, the NGO community and the busines ssector (where available) that will be involved in the implementation of the strategic action program in the five countries. The main task of these National SAP Task Forces is to harness broad support from national stakeholders in order to facilitate the eventual implementation of the SAP.

- The TumenNET Governors MOU is another part of the policy network that has been established     under the project. It links 6 provincial governors in 3 countries that pledge to support activities for the protection of biodoversity and international water resources and to promote green investment.

The Monitoring Network is still dormant and has not yet been activated because of political concerns by some member countries. Its focus was to be water monitoring in the Tumen River Basin. TumenNET assistance to the Musan Iron Ore Mining Complex in the DPRK will support some monitoring.
